Julie Cork’s expertise is in leadership and organisational management. Her fundamental grasp of this subject has been shaped by her early experiences as a teacher, both in Australia and England, her years in the public sector, firstly Commonwealth then Queensland, and her work as a consultant, through which she has gained intimate knowledge of organisational life across the private, public, tertiary and not-for-profit sectors.
Her long personal involvement in community organisations has also been a great teacher. Julie has extensive experience with the introduction of major change programs particularly as they affect the more sensitive areas of HRM. She joined the Commonwealth Government in the late 1970s during the period when the way in which organisations were managed in both the private and public sectors in this country was undergoing radical change. She worked in areas at the heart of those management changes, predominantly human resource management areas, and spearheaded the introduction of the raft of employment equity reforms in the Commonwealth sector in Queensland. During her time in the Commonwealth Government she also managed an Employment Office (CES Office) and led and managed major work and job restructures in this state.
In 1990, following a change of government at a state level, Julie was invited to advise in relation to the introduction of employment equity reforms in that sector. She subsequently worked at an SES level in the state government in organisational change, policy development (Management & HRM) and consultancy areas. She commenced her independent consultancy role in 1996.
Julie’s clients include organisations in the private, public and not-for-profit sectors.
She has undertaken a number of government roles including a term as Commissioner of the Crime and Misconduct Commission, Panel Member of the Legal Practices Tribunal and Chair of a Ministerial Advisory Committee. She is currently a QCAT panel member and Police Service Review Commissioner. The subject of Julie’s research Masters dissertation is Management Reforms in the Queensland Public Sector.

Ron Passfield’s expertise in people management is multifaceted and multilayered. He has lengthy experience as a people and systems manager including at SES level, a decade of experience as an academic at Griffith University researching and teaching in the area of Human Resource Management and most recently as an organisational consultant and freelance academic working specifically within organisations and directly with managers. He has a deep commitment to fostering the use of management practices that value workers as the way of achieving optimally productive organisations. His areas of academic research have included manager development and action-learning / action research. He employs these action-based techniques, teaches others to use them and supports them in doing so.
He commenced his managerial career as Manager of the Pay-As-You-Earn System in the ATO, Queensland, with 100 staff. He has 15 years managerial experience in 5 different Commonwealth Departments. Ron was Director, Corporate Services, Department of Social Security (Qld & NT), an SES position, prior to moving to a job as Lecturer in HRM at Griffith University. His roles at Griffith University included Director of the Master of HRM Program. Ron’s current work is as a freelance academic including a role as Professor of Management for the Gibaran Learning Group in Adelaide. Ron has been an internal and external organisational consultant for more than 25 years and has worked in his own consulting business (Scope Consulting) since 2000.
Ron’s specialised knowledge is in the use of action-learning for organisational change and development. He has an international reputation in the area. Ron has worked in an organisation consulting capacity with organisations such as the Lucent Technologies (Sydney), Conrad Jupiters (Gold Coast), the University of Queensland and the TAFE Sector (nationally). In addition, he has extensive training and facilitation experience throughout Australia and overseas, developed and refined throughout his career.

Mike Nelson initially trained as a metallurgist, but quickly rose through the ranks in the steel and aluminium industry, working firstly as a line manager, then in more senior management roles. While working at Alcan Australia’s Kurri Kurri smelter, Mike was closely involved in the pioneering work undertaken there to develop team-based management, including semi-autonomous work teams in a (then) radically cooperative industrial environment. After leaving the steel and aluminium industries, he spent 10 years working on public service reform in the Commonwealth Government, beginning with the Industrial Democracy reforms of the mid 1980s, Award re-structuring and new work designs.
When he left the Australian Public Service in 1994, Mike had also made significant contributions as a senior executive responsible for a number of the successful processes of commercialisation of government services.
He took a sabbatical year in Cambridge in 1994/95, where he read extensively in the area of organisational ethics and leadership. Since that time Mike has worked as an External Consultant in his own business (Dialogue Consulting) providing consulting, training and coaching services for public, private and not-for-profit sector organisations nationally and in Queensland.
In 2009 Mike relocated to Brazil where he continues to develop his work on organisational ethics and the management of change. Mike is committed to the development of effective leaders and managers at all levels of every type of organisation. From his current base in Brazil, Mike continues to advise, coach and mentor for managers and organisations in Australia as well as in other countries and locally in Brazil. He maintains strong links as an associate of Julie Cork & Associates.
Mike has tertiary qualifications in Science (Metallurgy), Arts (Education Psychology/History), Theology and Management, as well as Training Management. He is a Fellow of the International Institute of Public Sector Ethics and an Associate Fellow of the Australian Institute of Management.

Debbie Broadbent has worked in a range of different organisational areas and industries including finance and superannuation, education, public sector, client service, and HR, but is consistently drawn back to work with Managers on people management issues. She has great facilitation skills and these, combined with her own experience of and expertise in managing, and her many year’s experience advising, supporting and coaching managers through their people management issues, have produced the ideal background for a Julie Cork & Associates team member.
Debbie has been working with Julie’s PPM team for four years and she combines this work with other organisational consulting work (Ecue). One of Debbie’s specific areas of expertise is change management. During her career she has been involved, as reviewer, designer, implementer and consultant in change programs that have ranged from large scale, such as the move by the Brisbane City Council to the purchaser/provider model, to more contained change such as system change-overs and assisting businesses shift from technical to service oriented cultures.
Debbie’s early career experiences as a Customer Service Consultant and then Branch Service Manager within the Finance and Superannuation Sector honed her ability to focus on the customer and resist other distractions. The expertise this experience produced, combined with her engaging style, consistently results in enormous benefits for the participants in programs she facilitates.

Angela Bryan is a registered psychologist who works as an independent organisational consultant. Her professional expertise together with her warm interpersonal skills mean she readily engages with people managers, like those who participate in the Practical People Management program.
Angela’s career has included 10 years as an academic at Griffith University where she lectured in the School of Organisational Behaviour and Human Resource Management, HR Consultant and public sector employee. As a public sector employee she worked as a research assistant, administrative officer and supervisor as well as gaining valuable experience as a manager. As an HR Consultant she has provided, amongst other services, psychological assessments for the Department of Defence (RAAF).
Angela’s specific areas of expertise include organisational communication and development, change, cross-cultural psychology and recruitment and selection. She provides a range of consultancy services to all levels of government, both independently and on behalf of a number of groups, including Julie Cork & Associates. She also provides support and assistance to not-for-profit organisations. Angela’s doctoral thesis examined social rules for face-to-face communication in Australian workplaces and this continues to be her specific area of expertise.
In her consulting role she provides consultancy services in training and development, process facilitation and documentation, team building, management coaching, employee and career counselling, strategic planning and organisational reviews.

Jane Woodland brings to the team at Julie Cork & Associates 28 years experience in a variety of Commonwealth and other Agencies managing service delivery areas as well as undertaking senior HR and Project Management roles.
She has managed client service delivery offices for the Commonwealth Employment Service, Austudy, and Centrelink. She has also managed large scale national change management projects for Centrelink, the Australian National Training Authority and the Australian Taxation Office. Additionally, Jane has spent some time working in both the tertiary sector (University of Queensland) and the Queensland public sector.
Jane has strong skills in people management, organisational review and group facilitation. She has led many different teams of up to 110 staff during which she has overseen the development of practical performance assessment tools tailored for local needs. Her particular focus, indeed passion, and area of expertise is staff and customer satisfaction and she has consistently enjoyed success in achieving improvements in this area. For many years she has lived and breathed managing people from experienced staff to difficult staff and those working in challenging service delivery environments.
Immediately prior to joining Julie Cork & Associates, Jane worked in the Australian Taxation Office, where her roles were Assistant Director, (Organisation Development) and Project Manager in the Workforce Strategy and Management Unit. Jane spent over two years as the person solely responsible for managing large scale national attraction, selection and recruitment projects for the Australian Taxation Office, delivering hundreds of staff to sites across the country. Jane was also responsible for the successful implementation of the Tax Office’s succession management strategy, which has a major focus on the aging workforce.
Jane has always been passionate about developing and inspiring her staff to do their best and brings that passion and enthusiasm to the PPM program.

Bill Morgan has expertise in education and training with a particular focus on culture, frontline management and supervision and workplace communication. His expertise has been acquired over 30 years working across a number of government agencies and within the university sector as a teacher, trainer and manager. He has also worked in the private and not-for-profit sectors as a consultant and independent training contractor. Bill’s experience includes 12 years as the Manager of a Registered Training Organisation (RTO) in the Vocational Education and Training sector.
Bill has a great passion and energy for working with organisations to improve workplace culture and workplace communications. His keenest interest is in helping new supervisors and managers make a successful transition into leadership roles. His own experience in leading successful teams to meet organisational outcomes together with ongoing personal development and insights into how organisations function equips him well for working with organisations to improve workplace culture and performance.
